HCS Medical Waiver Services

Innovative Steps provides Home and Community-based Services (HCS) under the Texas Medicaid Waiver program — delivering residential supports, PAS/HAB, supported employment, nursing, behavioral services, and more tailored to each individual’s needs.

Residential Support

Small, home-like settings (typically 3–4 beds) with trained support professionals and dedicated live‑in staff. Support focuses on safety, independence, and meaningful daily routines.

Daily Living Support
Assistance with hygiene, meals, medication reminders as permitted, and household routines.
Community Access & Skill Building
Support with community activities, transportation coordination, and goal-focused skill development.

Foster Care / Host Home

A family-based living option where an individual receives support in a provider’s home. Host home services are designed to offer stability, structure, and a supportive environment while encouraging independence.

Family-Based Support
A consistent home environment with individualized, day-to-day support.
Person-Centered Planning
Support aligned to the individual’s goals, preferences, and routines.

Specialized therapies (PT, OT, Speech, and Dietary)

Therapy services tailored to functional goals—supporting mobility, strength, communication, daily living skills, and nutrition needs based on the individual’s plan of care.

Improve movement, coordination, and everyday functional skills for greater independence.
Speech & Dietary Support

Supported Employment

Job coaching and employment supports that help individuals explore work interests, develop job skills, and succeed in integrated community employment when appropriate.

Job Readiness & Placement Support
Help with applications, interview preparation, and identifying a good job match.
On-the-Job Coaching
Hands-on training and ongoing support to build confidence and maintain employment.

Behavioral Support

Individualized behavioral supports focused on safety, skill-building, and quality of life. Services may include assessments, positive behavior strategies, and caregiver/staff guidance.

Positive Behavior Strategies
Practical supports to reduce challenging behaviors and strengthen coping skills.
Collaborative Care
Coordination with the individual, family/guardian, and team to support consistent progress.

Dental, Nursing & Adaptive Aids

Supports that help individuals address health needs and maintain independence, including nursing services as authorized, dental coordination, and adaptive aids that improve daily functioning.

Nursing Support
Health monitoring and care coordination as approved in the service plan.
